Willard Design Group Founder Dominic Willard Joins Team of Experts on City of New Orleans Municipal Complex Advisory Committee

New Orleans, LA — Willard Design Group Founder Dominic Willard has been appointed to serve on the City of New Orleans Municipal Complex Advisory Committee to collaborate with and advise on the potential development of a new municipal complex. Willard was selected by Councilmember Eugene Green to represent City Council District D, serving as a member of the committee for the duration of the work.
“It is an honor to serve on this committee and to contribute to a process that will ultimately bring New Orleans residents a more efficient and accessible civic experience,” said Willard. “The development of a new municipal complex is a once‑in‑a‑generation opportunity to improve how our city serves its people. I look forward to working alongside my colleagues to help shape a thoughtful, forward‑looking process that reflects the needs and aspirations of our community.”
A seasoned architect with more than 20 years of experience, Willard has built a respected career leading complex architectural and urban design projects across the Gulf South region. He has delivered a wide range of projects across mixed‑use, multi‑family residential, education, sports, hospitality, healthcare, and aviation design, among other sectors – demonstrating versatility, technical excellence, and a commitment to creating spaces that strengthen communities and reflect the cultural fabric of New Orleans.
In this new role, Willard will work with a multidisciplinary team of professionals appointed by Mayor Helena Moreno, the New Orleans City Council, and the Judicial District Court Building Commission. The committee is charged with reviewing, evaluating, and recommending a process to construct a new City Hall, Civil District Court, and potentially establish a New Orleans East City Hall Annex to expand access to government services for residents across the city. The Committee will also work to identify potential financing options for development and construction of the complex and Duncan Plaza and examine the role a new municipal complex may play in revitalizing surrounding properties.
“Dominic Willard is an exceptional choice for this committee,” said Councilmember Green. “His architectural expertise, deep understanding of the city’s infrastructure, and proven ability to deliver thoughtful, modern design make him uniquely qualified to help guide this process. The Municipal Complex Advisory Committee carries a critical responsibility for reviewing and developing recommendations to improve and modernize our City Hall and Civil District Court. Dominic’s experience and steady, informed perspective will be invaluable as we work to create civic facilities that meet the needs of New Orleans residents today and for generations to come.”
As part of its work, the committee kicked off a series of public listening sessions last week, marking the beginning of a comprehensive review and engagement period to gather community input and ensure residents’ voices shape the future of the City’s civic infrastructure. The committee is scheduled to finalize its recommendation on the future of these buildings in January 2027, providing a clear timeline for decision‑making and public transparency.
